One Minto by Landcom for Housing NSW and Campbelltown City Council

One Minto is a state-significant urban renewal project transforming the suburb of Minto. Undertaken by Landcom, Housing NSW and Campbelltown City Council, it is practically demonstrating the benefits of government, industry and local community working together, and will revitalise a former public housing estate to deliver a 120ha reconfigured community.

Setting One Minto apart is its successful integration of indistinguishable new public houses within a larger majority of affordable private housing. The Project has innovatively raised the benchmark for urban renewal projects, building on lessons learned from similar communities and comprehensive market research, including focus groups. Over seven years and 13 development stages, it will deliver around 1,200 quality public and private homes along with $10 million of community facilities.

In addition to achieving an indistinguishable streetscape, the creation of 840 private affordable homesites has been a key driver for One Minto. This objective has been realised on the ground with One Minto currently offering the most affordable house and land package in the greater Sydney region.

One Minto’s unique whole of government leadership reflects a common commitment and shared vision to overcome the social problems that have troubled the area in the past and an extensive community engagement program has fostered a real sense of local ownership and pride in the Project. Since the Project's Ministerial announcement in 2002, which was made prior to any community consultation, Project stakeholders have worked tirelessly to regain the trust and acceptance of the local community.

Judges Comments

The redevelopment of the previous Radburn style public housing estate into a diverse, contemporary integrated community of public and private housing, has resulted in the delivery of a high proportion (25%) of affordable housing.

This has been achieved whilst also delivering high standards of public open space and community facilities. The inclusion and acceptance of a significant portion of social housing is also testimony to the achievements of this development.

This combination of outcomes differentiated the project, which has established a model for the renewal of public housing estates.
